Dehradun, Uttarakhand — The Overseas Placement Cell (OPC), Department of Skill Development and Employment, Government of Uttarakhand, has signed a Memorandum of Understanding with Accel Skill Edutech Pvt. Ltd., a Ministry of External Affairs-registered Recruiting Agency, to create a structured, government-backed channel for overseas employment among eligible Uttarakhand youth. 

The partnership brings together the state's outreach and welfare infrastructure with Accel Skill's recruitment and placement expertise — replacing informal migration routes with an accountable, government-anchored process. 

Sectors covered: Nursing and care work, hospitality, restaurants and kitchen staff, food manufacturing, cleaning management, security, agriculture, and construction. 

Destinations: Europe, UAE, Mauritius, Saudi Arabia, and Poland. 

Training support: Selected candidates will undergo structured language training from A1 to B2 level, along with dedicated interview preparation and soft skills training, to ensure they are fully prepared for overseas employer requirements and successful cultural integration abroad. 

Under the agreement, the OPC will handle candidate mobilisation, training coordination, and Pre-Departure Orientation Training, while Accel Skill will manage candidate screening, employer verification, visa and immigration compliance, and post-placement grievance support — all in line with MEA guidelines. 

Accel Skill is represented under the MoU by Mr. Yashwinder Paal, Co-Founder, who will oversee the company's obligations on behalf of the organisation. The agreement runs for three years and may be extended by mutual consent.
